Recommended Reforge Perks
Aggressive Ballistics
You’ll get more damage out of this ballistics upgrade.
Counterbalance / Rodeo
Even though the slow rate of fire helps you control the recoil, the base stability is below average, so any extra can only help you. Avoid Persistence since it’s practically useless in PvP.
Field Scout
The magazine size without this perk is only 26, very low compared to many other machine guns.
Crowd Control / Feeding Frenzy
CC is especially deadly in PvE. You’ll undoubtedly be getting multiple kills with this heavy-hitter, so the more damage, the better.
FF is arguably just as good as Crowd Control, the slow reload speed will be alleviated with this perk. Kills will be easy to get which means you shouldn’t have to worry about its slow base reload speed.

The Good
Jolder’s Hammer: Your enemy has no chance against it. It’s probably my personal favorite machine gun, not only for its looks, but because it can be Reforged to be so much better than most machine guns available.
This weapon is in the high Impact/low RoF archetype – matched with Against All Odds (full review) – which is arguably much better than the alternative. It’s able to take down Guardians in just 3-4 shots, and even though the stability isn’t great, the low rate of fire helps keep your aim steady.
Its range is also above average, almost tied with Tunderlord. If you’re on a larger map or are taking out most of your foes from a distance, Hammer Forged and Rangefinder will do wonders for you.
The best perks to roll in column 3 are Counterbalance or Rodeo. There’s not much difference between the two, as they’ll both increase the stability when firing. Thankfully even without these perks, the slow rate of fire makes controlling the recoil fairly easy.
The default column 3 perk is Persistence, and while this is OK for PvE, you’ll hardly ever take advantage of it in PvP; you’ll kill someone in 3-4 shots.
Reforging for Field Scout is going to be essential too. It will nearly double the magazine size, obviously increasing your damage potential and reducing the amount of reloads.

The Bad
There’s really not much to dislike, unless you’re unable to Reforge the weapon because of a lack of Motes.
The main issue comes from its slow reload speed and average range, but both of these things can be improved with the proper perks. The base reload speed clocks in at a sluggish 5 seconds.
If you’re stuck with the default perks, as mentioned above, Persistence isn’t going to be useful in PvP. To make use of it you’ve got to continiously hold down the trigger, and by the time it starts to kick in, you’ve already killed your opponent.
Grenadier isn’t too bad, certainly not as useless as “Who’s Next?”

Conclusion
It’s got so much going for it already just because of its impressive stats, but since you’re able to re-roll Jolder’s Hammer, it has the potential to be the best Legendary machine gun.
